Small, cheap (disposable cheap) hardware widget that captures audio/video, automatically configures itself to attach to available wifi networks (including tethering to local phones), and uploads/archives captured data from incidents where transparency is important.

A notes on countermeasures: This is about cheap, [relatively] safe, [relatively] anonymous technology to record and document troublesome incidents. Coordinated countermeasures are beyond the scope of most of the places where this is useful.
